Status of EITI Implementation
At its meeting on 25 October 2011, the International Board concluded that Côte d'Ivoire has made meaningful progress in implementing the EITI. Côte d'Ivoire's candidacy was renewed for 18 months (until 25 April 2013), by the end of which it must have completed a Validation that demonstrates compliance with the 2011 edition of the EITI Rules.
The country submitted its final Validation Report on 11 November 2010.
The first EITI report was issued in March 2010. The report covers only the oil and gas sector, while inclusion of the mining sector is planned for the second EITI report. President Alassane Ouattara reconfirmed his government’s commitment to the EITI in a letter to the EITI Chair on 14 July 2011.
Côte d'Ivoire was accepted as an EITI Candidate Country by the EITI Board on 12 May 2008.
On 15 May 2006 the Government of Côte d'Ivoire announced its endorsement of the EITI principles. A High Level Petroleum Committee was established in April 2006 but it did not foresee the participation of civil society. On 28 February 2008 the President of the Republic signed a Decree which created an implementation structure for the EITI in the country. The budgeted work plan was adopted on 1 April 2008.
Governance of EITI Implementation
The National Committee is a multi-stakeholder group in charge of implementing the EITI in Côte d'Ivoire. Government, companies and civil society are each represented on the Committee, each with 8 out of 24 members. Mr. Charles Koffi Diby, Minister of Economy and Finance, leads the EITI multi-stakeholder group. The EITI National Coordinator and Permanent Secretary is Mr. N'dri Koffi, Adviser at the Ministry of Finance.
