As outlined in the EITI Rules, a country applying for EITI Candidate status must meet the following four sign up indicators in order to proceed with EITI implementation:
1. The government must issue an unequivocal public statement of its intention to implement EITI.
2. The government must commit to work with civil society and companies on EITI implementation
3. The government must appoint a senior individual to lead on EITI implementation
4. The government must publish and make widely available a fully costed Work Plan containing measurable targets, a timetable for implementation and an assessment of capacity constraints (government, private sector and civil society.
When a country considers it has met these four indicators, it may submit a Candidature Application to the EITI International Board. If the Board finds that the indicators have been successfully met, the country will become an EITI Candidate country.
