Overview of Extractive Industries

The Kyrgyz Republic has substantial deposits of coal, gold, and uranium. Gold is the country's main export (estimated to account for in excess of 40% of total exports). The formal launch of the EITI was announced on 30 June 2004 in a Government conference held in Bishkek, supported by the World Bank and DFID. This followed a Government resolution establishing an Implementation Committee for EITI (consisting of representatives of various government departments), and an Advisory Council (which includes representatives of government, industry, civil society, and international organisations).

Status of EITI Implementation

In October 2004, the Government of the Kyrgyz Republic released its first official EITI report, focusing on the gold mining sector for the first half of 2004. Data for the full year 2004 report were collected in March 2005. The EITI process stalled in 2006 and 2007. A new Government “champion” was appointed in 2008 and a decree was enacted to re-establish the EITI steering group. The first meeting of the new multi-stakeholder group took place in late 2008. Since then, the Kyrgyz Republic has published EITI reports covering 2008 and 2009 data.

On 20 October 2010, the EITI Board designated the Kyrgyz Republic, as an EITI Candidate country that is “Close to Compliant”. The Kyrgyz Republic was granted six months (until 18 April 2011) to complete the remedial actions needed to achieve compliance. In accordance with the EITI Board decision, a review was prepared by the International Secretariat to supplement the Kyrgyz Republic validation report.

Having undertaken the correctve actions, the Kyrgyz Republic was accepted by the EITI Board as EITI Compliant on 1 March 2011. The Kyrgyz Republic must be revalidated by 29 February 2016. Stakeholders in the process may request that the EITI Board requires a new EITI Validation at any time within that period if they think the process needs reviewing.

Governance of EITI Implementation

EITI implementation is coordinated by the Energy and Mineral Resources Department in the Office of the Prime Minister, and overseen by a multi-stakeholder steering group.
