Request for Expression of Interest - Administrator of the 1st EITI Report for Mozambique

EXPRESSION OF INTEREST

The Government of Mozambique has received a Multi Donor Trust Fund Grant to hire a consultancy service as “Selection of a Firm as an Independent Administrator to Prepare and Reconcile the First EITI Report”. Mozambique EITI Secretariat (MES) requires the services of an independent Administrator firm to collect and reconcile all material payments made by relevant companies and payments received by Government for the 2008 fiscal year, in relation to the extractive industry activities in Mozambique.

In Mozambique, the extractive industries (mining, oil and natural gas) contribute a significant and growing proportion of Government revenues for development. In the light of this, the Government of Mozambique has fully engaged in the initiative to ensure that payments and receipts related to extractive industry sector are published in a transparent manner.

The services should be executed within the maximum period of three (3) months after the signature of the contract.

The MES invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide the following information indicating that they are qualified to perform the services: (i) Corporate profiles; (ii) Relevant Experience; and (iii) Key Personnel. Companies of member countries of the African Development Bank and the Firms not excluded in the guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004) are eligible.

A short list of six (6) firms will be compiled in accordance with the procedures set out in the African Development Bank’s Rules of Procedure for the Use of Consultants. Interested Consultants may obtain further information at the address below, during office hours from 08:00 – 15:00 hrs local time. Written expressions of interest should be submitted to the following address by 15:00 hrs, local time, on 30th August 2010.
