The Government of the Islamic Republic of Afghanistan has received a grant from the World Bank toward the cost of the project: Sustainable Development of Natural Resources in Afghanistan. The Project is being implemented through a Program Management Unit (PMU) within the Ministry of Mines and Petroleum. The PMU is now seeking to hire a qualified Firm for forth (4th) Reconciliation Report for Afghanistan Extractive Industries Transparency Initiative (AEITI)
The Extractive Industries Transparency Initiative (EITI) is a global standard that promotes transparency and accountability in the oil, gas and mining sectors. It has a robust yet flexible methodology for disclosing and reconciling company payments and government revenues in implementing countries.
On February 11, 2010 EITI International officially announced Afghanistan as EITI candidate country following the application sent by the AEITI Chair to the International Secretariat requesting the same. Accordingly the International Secretariat set the deadline for Afghanistan to be validated on 9th August 2012 based on EITI rules of 2011. However, it was extended to October 2012 later on. The Validation Report 2012 recognized that the country has fulfilled part of the EITI requirements. Therefore, an extension was given to Afghanistan to work on the unfulfilled requirements and the second deadline (October 2014) was given for validation exercise. In follow up on the validation report with the stated recommendations the EITI board has issued a letter indicating seven requirements to be accomplished by the AEITI/MSG in Afghanistan in this period.
The major tasks within the scope of services include:
Task 1: Scoping Study:
The Consultant shall conduct the scoping study for Afghanistan Extractive Industries Transparency Initiative (AEITI) implementation in Afghanistan for the Afghan Fiscal year 1391.
Task 2 Design the scope and development of Reconciliation Report:
Designing the scope and development of Reconciliation report based on EITI new standards for Afghanistan (www.eiti.org.)
Conditions of Engagement
i. It is envisioned that 70% work will be performed in Kabul Afghanistan, with the remaining 30% conducted outside Afghanistan.
ii. The Consultant shall provide a world-class team of international and Afghan technical support team to carry the service.
iii. The Consultant shall work closely with the Multi Stakeholder Group (MSG) as well as relevant donors, contractors and other stakeholders to ensure full coverage of information on AEITI.
iv. The Consultant shall design its activities in collaboration to AEITI and MSG to smooth run the scoping study and report writing.
Qualifications:
The Consultant shall be a legally registered entity with core competency as a financial, legal or EITI Candidate for scoping and reporting on natural resources and minerals and should have international experience. The team proposed by the Consultant shall have relevant education certification, including academic degrees from accredited universities. The team shall have at least ten (5 to10) years’ relevant experience in the EITI reconciliation report in candidate countries. The Consultant must have provided strategic planning advisory services related to natural resources within the last five (5) years and be familiar with current Minerals status and markets, specifically in Asia, international best practices for minerals for the region and should have relevant EITI expertise.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Ministry of Mines and Petroleum (MoMP) hereby invites eligible consultants to indicate their interest in providing the services described herein. The expression of interest shall be evaluated based on following criteria (a) Age of the firm and nature of consultancy assignment the consultant firm is registered (core competency), (b) General experience of the firm in specific sector and , (c) Experience in similar sector and country conditions, (d) availability of appropriate skills among staffs and resources. Consultants may associate to enhance .
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications (consultants are required to clearly mentioning in either of the two terms "Joint Venture" or "Sub consultancy", refer to Para 1.9 of the Guidelines: Selection and Employment of Consultants, January 2011).
A Consultant will be selected in accordance with the Selection Based on Consultant's Qualification (CQS) method set out in the Consultant Guidelines.
