Call for tender: EITI Institutional and Regulatory Assessment of Extractive Industries in Myanmar

The Government of Myanmar has stated its interest in joining the Extractive Industries Transparency Initiative (EITI) in order to promote a more transparent and inclusive development of its natural resources. An inter-ministerial committee has been nominated by President U Thein Sein to oversee EITI implementation, with a mandate to 31 December, 2013. The Centre for Economic and Social Development under the Myanmar Development Resource Institute (MDRI-CESD) has been appointed as National Coordinator to undertake tasks related to fulfilling the requirements for EITI candidacy.

The proposed assignment is to conduct an institutional and regulatory analysis of the extractive industries in Myanmar including hydrocarbon, mining, gemstone, and hydropower and their implications for EITI implementation in Myanmar. The study will look at institutional structures, revenue flows and reporting, award of licenses, monitoring of operations, redress and grievance mechanisms, domestic operators and ownership structures, informal as well as formal trade in gems and minerals, and interactions of operators, government, and civil society. The outcome of the study is expected to be an improved understanding of the relevant institutional and regulatory set up, political economy context, the value chain involved in moving resource to market, and extractive sector governance in general, together with an analysis of implications for EITI and its role in the overall reform agenda. The consultant will work under the guidance of the World Bank task team and MDRI, including close collaboration in developing methodology and carrying out study.

The Institutional and Regulatory Assessment assignment will be undertaken by a team of specialists with the following qualifications:

  • Expertise/advanced degree in political science, public policy or equivalent – including not less than 8 years of experience and extensive knowledge of political/institutional setting, legal, fiscal regimes, revenue management and governance in extractive resource-rich developing countries;
  • Expertise in oil and gas, mining, gemstone, and hydropower sector expertise;
  • Previous engagement and proven knowledge of Myanmar;
  • Strong knowledge, experience, and network in extractive industries and EITI;
  • Excellent written and spoken English are required, as well as strong interpersonal and communication skills;

The World Bank now invites candidates and teams to indicate their interest by providing information indicating that they are qualified to perform the services (cover letters and CVs). Please note that the total size of all attachments should be less than 20 pages. The selection will be based on “Simplified Competitive Selection” for firms in accordance with the World Bank Corporate Procurement Manual, Ninth Edition, 2012.

The deadline for submission of expressions of interest is October 21, 2013.
