Niger enters oil era, commits to disclose revenues by 2012

On 28 November, Niger became an oil producer with the opening of a refinery in Zinder. The refinery has the capacity to pump 20,000 barrels a day and will produce liquefied petroleum gas, petrol and gas-oil.

PRESS RELEASE: Six more countries compliant with transparency and accountability standard

PARIS, 2 March 2011 – The Central African Republic, The Kyrgyz Republic, Niger, Nigeria, Norway, and Yemen have achieved Compliance with the Extractive Industries Transparency Initiative (EITI), the global standard for improved transparency in the oil, gas and mining sectors. The EITI Board designated them as ‘EITI Compliant’ at their meeting today in Paris, bringing the total number of EITI Compliant countries up to 11.

The EITI Board decides EITI status of eight countries

In recognition of their progress in implementing the EITI, the EITI Board has concluded that Kazakhstan, the Democratic Republic of Congo, Mali, Mauritania, Niger, Peru are Candidate countries that are “close to compliance”. This was announced following the meeting of the EITI Board in Brussels 13-14 December 2010.

EITI Board agrees status of 20 countries

BERLIN, 16 APRIL 2010.  The Board of the Extractive Industries Transparency Initiative, the international standard for improved transparency in countries’ natural resource sector, met in Berlin 15-16 April. The Board discussed the request of 17 of the 32 countries currently implementing the EITI to extend their deadline for completing EITI Validation. In addition, Sao Tome and Principe had applied to voluntarily suspend their EITI Candidate status. 

Civil society members in Niger return to the EITI process

On 28 September 2009, the members of civil society have decided to return to work with the EITI national committee in Niger. This decision follows the provisional release of Marou Amadou and Wada Maman, two civil society members in Niger. The civil society representatives on the committee in Niger had suspended their participation in the EITI process on 16 August 2009 after incidents of harassment and intimidation had occured against civil society activists campaigning for good governance and transparency in Niger.

Compliant country Hidden:  Not Hidden EITI Niger website   Overview of the Extractive Industries The Republic of Niger has large reserves of uranium and in 2003 was the fourth largest producer in the world. Although uranium exports accounted for 62% of exports by value and contributed 4.3% of government revenue in 2003, uranium-mining is a declining sector. Gold mining has been traditionally done at small scale, yet gold production started in Niger's first commercial mine at Samira in late 2004. Gold contribution to the economy remains modest. Niger officially became an oil producer in 2011 with the opening of the country's first refinery in Zinder. Niger expects to produce about 20,000 barrels of fuel a day, initially just for the local market. Oil reserves in Niger are estimated at 480 million barrels. Status of EITI Implementation Niger was accepted by the EITI Board as EITI Compliant on 1 March 2011. Niger must be revalidated by 29 February 2016. Stakeholders in the process may request that the EITI Board requires a new Validation at any time within that period if they think the process needs reviewing. Niger published its final validation report on 5 September 2010. The first EITI report was approved by the multi-stakeholder group in October 2009. A second EITI report covering 2007-2009 was published on 19 January 2011. It is available on the EITI Niger website. Niger was accepted as a Candidate Country on 27 September 2007. EITI Newsletter July 2010: Unprecedented activity in EITI countries

As we approach half-way through 2010, it is proving to be as momentous for the EITI as expected. Although most of the 22 first EITI countries did not complete the validation of their EITI processes by their deadlines, eyes are now turned towards those granted short extensions to complete by September. Countries’ efforts to meet the deadlines have led to an unprecedented level of activity to improve transparency in the extractives sector.
