The Republic of Seychelles has received financing from the World Bank toward the cost of Technical Assistance Project for Seychelles’ Extractive Industries Transparency Initiative, and intends to apply part of the agreed amount of the grant for payments under a consultancy services to provide training to the Seychelles Petroleum Multi-Stakeholder Group (MSG).

The services included under this project are for the Consultancy firms to provide training to the Seychelles Petroleum Multi-Stakeholder Group. An experienced team of experts would assist the Recipient in the development of a comprehensive understanding on Natural Resource Governance, the Extractive Industries and EITI standards.

Advisory services will be provided in order to:

(i)                 Provide training of relevant stakeholders including training manuals and facilitation guide

(ii)               Raise awareness on the dynamics and key issues of the Extractive Industries (EIs) among key stakeholders in the country

(iii)             Build capacity of Seychelles Petroleum Multi-Stakeholder Group (MSG), Civil Society Organisations, Government Officials, Parliamentarians, Journalists and academics on Natural Resource Governance, the Extractive Industries and the EITI Standard;  

(iv)             Develop relevant material that can be used to expand Seychelles EITI’s outreach to the oil and gas industry players.

(v)               Design a questionnaire measuring quality of training and other pertinent information.

 

The Ministry of Finance, Trade and the Blue Economy now invites competent consultancy firms to indicate their interest in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform these services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultancy firms may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s procedures as governed by the latest version of consultant guidelines (January 2011 edition modified in July 2014).

The consultancy firm will be selected in accordance with the Quality and Cost Based Selection Method.

Interested Consultancy firms must provide information indicating that they are qualified to perform the services.

Expressions of interest (EoI) must be submitted (by post or e-mail) to the address below by 25th August 2015 at 14:00 hours Seychelles Time and mention, ‘Consultancy firms to organize workshop to provide training to Seychelles Multi-Stakeholder Group (MSG)’.
