Consultancy opportunity: Supporting Mongolia EITI on beneficial ownership transparency through Opening Extractives programme

Antecedentes
The EITI International Secretariat, in collaboration with EITI Mongolia, is seeking an individual consultant to support the country’s efforts to strengthen beneficial ownership transparency under the Opening Extractives programme. The assignment includes conducting a pilot verification of beneficial ownership data disclosed by extractive companies, surveying companies on disclosure incentives, and delivering workshops for government and civil society stakeholders. The consultant will work closely with the Mongolia EITI Multi-Stakeholder Group (MSG) and relevant authorities to improve the quality and use of beneficial ownership disclosures. The assignment will run from June to December 2025 and contribute to the completion of Mongolia’s five-year engagement in the Opening Extractives programme.

A consultant will be selected following a Quality and Cost-Based Selection procedure. Consultant should submit two separate documents:
1. A Technical Proposal in pdf, outlining (a) the experience of the consultant/s; (b) the proposed methodology and work plan in response to the TORs; (c) the key experts’ qualifications and competence; and (d) a statement on conflict of interest. This section should identify any areas of work, including past, present, or future consultancies related to the EITI, which might pose a conflict of interest; please also describe strategies that you intend to use to minimize those risks.
The Technical Proposal should not include any financial information. Technical proposals containing material financial information will be declared non-responsive.
2. A Financial Proposal, presented in USD, clearly indicating a lump sum amount that includes all costs associated with the assignment, inclusive of applicable taxes. It must specify both the proposed number of consultancy days and the corresponding daily rate. The Financial Proposal should be submitted as a password-protected PDF file. Passwords should not be sent with the proposal; they will be requested following the evaluation of the Technical Proposals. Financial Proposals without password protection will be considered non-responsive.
Proposals must be delivered by email to [email protected] by the close of Friday 13 June. The email subject line should read "Proposal for supporting EITI Mongolia on OE programme – [Consultant Name]". Late submissions will not be considered.
