The Extractive Industries Transparency Initiative (EITI) is a global standard for transparency and accountability in the oil, gas and mining industries. In July 2014 Myanmar became an EITI candidate member, joining the 48 countries which have signed up to the initiative. Under EITI governments publish what they receive from extractive companies and companies publish what they pay to government. These figures are reconciled in an annual public report. The EITI process is overseen and implemented by a multi-stakeholder group (MSG) of government, companies and civil society. Myanmar must produce its first EITI report in January 2016. Communication is at the core of EITI. Many EITI requirements incorporate communications-related activities, including ensuring regular communication between stakeholders and that EITI reports contributes to public debate.
The objective of the present position will be to provide support and advice on all aspects of communication to MEITI National Secretariat on a part-time basis. It is anticipated that the consultant will initially work full-time for about a month, together with a separately recruited MEITI Communications and Outreach Officer, and thereafter part-time. The key deliverable of the consultancy will be the Communications and Outreach Strategy. The consultant will also provide guidance and training to the Communications and Outreach Officer.
The work will be in both Yangon and Nay Pyi Taw, with occasional travel to states and regions. The consultant will report to the MEITI Secretariat Deputy National Coordinator, and to the MSG Communications and Outreach Sub-Committee. The assignment is estimated to a total of 75 (seventy-five) staff-days with expected commencement in April 2015, through December 30, 2015. The Communications Consultant shall be an individual consultant with the following qualifications:
- At least 7 years relevant experience, including experience supervising others and managing communications in large and complex projects
- Experience working with a wide range of stakeholders, including government, private sector and civil society, ideally at both local and international levels
- Knowledge of and connected to large network of media (local and/or international) contacts
- Experience with web design and hosting, developing and implementing social marketing strategies and policies, and production of audio-visual, print, and radio
- Proficiency in English (and Myanmar language would be preferable, but not essential)
