Related to the 2019 Global Conference
The EITI Board suspended Togo on 1 February 2019 for missing the deadline for the 2017 annual progress report. The Board agreed that “the suspension will be lifted if the EITI Board is satisfied that Togo has published its 2017 annual progress report." The Secretariat can confirm that Togo published this report (available here) on 22 February 2019. Thus, the condition for lifting its suspension has been met.

The Board agreed that Marième Diawara Thiaw, Permanent Secretary/Coordinator, EITI Secretariat, Senegal, is to succeed Mankeur Ndiaye, Chair of the EITI Senegal National Committee, from the constituency of implementing countries as alternate Board member with immediate effect until the renewed nomations at the Global Conference in Paris in June.

The Board adopted criteria to consider developments and information disclosed after the commencement of Validation.
The Board decided that it will exercise its discretion to consider developments and information disclosed after the commencement of Validation where the following four criteria are met:

The EITI admitted Argentina as an EITI candidate country on 27 February 2019. In accordance with the EITI Standard, Argentina is required to publish its first EITI Report within 18 months of becoming a candidate (i.e., 27 August 2020). Argentina is required to publish an annual progress report for 2019 by 1 July 2020. Validation will commence on date of Board decision on 27 August 2021.
The Board agreed that Suriname is ineligible for an extension for publishing its first EITI Report and is suspended effective 26.02.2019.
In accordance with the EITI Standard, the suspension will be lifted if the EITI Board is satisfied that the outstanding EITI Report is published within six months of the deadline (i.e. by 24 May 2019). The EITI Board concluded that the Sao Tome and Principe is not eligible for an extension request for the publication of the 2016 EITI Report and the 2017 Annual Progress Report, which were due by 31 December 2018. The delayed 2016 EITI Report was published on 22 February and the 2017 Annual Progress Report on 25 February 2019 and the suspension was not enforced, in accordance with previous practice.

Recognising that the Afghanistan is currently suspended following its first Validation, the EITI Board calls upon the government to ensure progress with the corrective actions, including the publication of an EITI Report that meets requirement 4.8 on timely EITI Reporting in advance of the second Validation.
