L'honorable Ismaila Madior Fall
Minister of Justice, Senegal
Ismaila Madior Fall is the Minister of Justice of Senegal and Associate Professor of Law. He is Professor of Public Law and Political Science at Cheikh Anta Diop University in Senegal.
From 2013 to 2017, he was Minister, Legal Advisor to the President of the Republic, Chairman of the National Steering Committee for the formulation of the decentralization policy of Act III of Decentralization and Chairman of the National Committee of the Extractive Industries Transparency Initiative (CN-ITIE) of Senegal.
From 2017 to 2019, he was appointed Keeper of the Seals, Minister of Justice of Senegal.
He became Minister of State to the President of the Republic from 2019 to 2022.
In addition, he is a member of several research networks in Africa and around the world, author of several books on democratization in Africa, former director of the Centre d'Etude et de Recherche sur les Institutions et Législations africaines de l'Université Cheikh Anta Diop (CREDILA), expert for several States and international organizations including the United Nations, the European Union, the African Union and ECOWAS, he has experience in drafting reports, publications and constitutional, legislative and conventional texts in several African countries, and in leading international conferences on issues of governance and political and institutional development.
He chairs the jury for the agrégation in public law of the Conseil Africain et Malgache pour l'Enseignement Supérieur (CAMES).
It was under his leadership that Senegal's application to join the EITI was accepted in October 2013. This enabled the country to launch the drafting of its first EITI reports. He was involved in the drafting of Senegal's mining code, and chaired its review.
Today, he is once again Keeper of the Seals, Minister of Justice, a position he has held since September 2022. He played a major role in the creation of the register of beneficial owners in the extractive sector.
