Validation Advisor

The Extractive Industries Transparency Initiative (EITI) International Secretariat in Oslo, Norway, is recruiting a Validation Advisor for a 12-month contract from 1 July 2021. 

The advisor’s main role will be to support EITI Validation. Validation is an essential feature of the EITI implementation. It provides all stakeholders with an impartial assessment of whether EITI implementation in a country is in line with the provisions of the EITI Standard. It also safeguards the integrity of the EITI by holding implementing countries to the same global standard. 

Duties and responsibilities:
  • Lead and support Validation of EITI implementing countries, in accordance with the schedule, procedure and guide.  
  • Support country teams in helping countries prepare for Validation, including explaining the Validation procedures, and supporting implementing countries in preparing the “Outcomes and impact”, “Stakeholder engagement” and “Transparency” templates. 
  • Provide support to the Validation Committee of the EITI Board, including timely planning of meetings and record-keeping. 
  • Together with the Disclosure, Policy and Communications teams, document the outcomes and lessons learned from Validation. 
  • On request, contribute to implementation support priorities in accordance with the International Secretariat’s work plan.

Energy transition project support (internship)

The Extractive Industries Transparency Initiative (EITI) International Secretariat is recruiting an intern to support its emerging work on extractives governance in the energy transition. The role will commence on 1 June 2021 and will last until 31 December 2021.   

The EITI’s work on the energy transition is at an early stage. The successful candidate will play a key role in developing projects to show how EITI data can be used to support the energy transition. Through these projects, the EITI aims to create understanding of the implications of the energy transition for resource-rich countries. It aims to encourage the use of EITI data to develop policies that support the energy transition, for example by stimulating debate about the licensing of new production in light of Nationally Determined Contributions (NDCs).   

Duties and responsibilities:
  • A country mapping to identify opportunities for the EITI to contribute to public debate on the implications of the energy transition. This will include an overview of EITI government stakeholders and their involvement in delivery of the SDG targets for 2030, and Nationally Determined Contributions (NDCs) and long-term emissions reductions plans to 2050 under the Paris Agreement. It will also include identifying which countries are most likely to benefit from the energy transition or face risks of stranded assets.  
  • Country-level analysis on the implications of the energy transition in a selection of EITI member countries.   
  • The organisation of at least two events to coincide with the Conference of the Parties (COP 26), taking place in Glasgow in November 2021.   
  • Contribute to the production of guidance and policy briefs on the energy transition and on the use of EITI data to support dialogue on energy transition pathways in EITI countries.   
  • Contribute to the development of training materials for national secretariats and multi-stakeholder groups in EITI countries on the energy transition and the use of EITI data.  

Communications work is central to this role and the successful candidate will work with both the policy and communications teams to develop communication materials that support the successful execution of these projects and substantiate the EITI’s emerging role in this area.

Short-term consultants

The EITI International Secretariat is strengthening its capacity to support EITI implementing countries by establishing a roster of short terms consultants (STCs) to provide technical support on a “call down” / project-by-project basis in 2021. The majority of the work will be desk reviews and analysis, managed and overseen by the EITI’s Disclosure Group. The assignments may range from a few days to several months, depending on needs arising at the International Secretariat and the EITI countries it supports. 

The assignments are expected to include:
  • Reviewing EITI country workplans, with a particular focus on strengthening monitoring, evaluation and learning (MEL); 
  • Analysing opportunities to improve disclosure practices and stakeholder engagement; 
  • Analysing opportunities to improve disclosure practices relating to state owned enterprises and commodity trading;
  • Strengthening EITI reporting, including analysis of scoping studies, inception reports, systematic disclosures by governments and companies, and draft and final EITI Reports; 
  • Reviewing open data policies and practice, with a view to improving data accessibility and supporting greater data utilisation; 
  • Conducting Validations in accordance with the Validation procedure;
  • Supporting “pre-validation” work being undertaken by EITI multi-stakeholder groups;
  • Supporting work on corrective actions following Validation; 
  • Supporting work on documenting the outcomes and impact of EITI implementation;  
  • Supporting multi-stakeholder groups in leveraging the EITI to address issues related to climate change and the energy transition.
