Consultancy Opportunity: Independent Evaluation of the OE Programme

Description
The EITI International Secretariat is commissioning an independent final evaluation of the Opening Extractives (OE) programme, a global initiative launched in 2021 to advance beneficial ownership transparency in the extractive sector. Implemented in partnership with Open Ownership, the programme has worked across ten countries to strengthen political and technical commitments, improve data availability, and enhance the use of ownership information in combating corruption and illicit financial flows. The evaluation will assess the programme’s effectiveness, impact, and sustainability over its five-year duration, providing evidence-based insights to inform the final phase and guide future transparency initiatives at national, regional, and global levels. Instructions
Consultants should submit two separate proposals. All annexes must be attached to these proposals:
- The Technical Proposal, in pdf, should outline: (a) the experience of the firm / consultants, (b) the proposed methodology and work plan in response to the Terms of Reference (TORs), (c) the key experts’ qualifications and competence, and (d) a section on potential conflicts of interest in the technical proposal. This section should identify any areas of work, including past, present or future consultancies related to the EITI, OO and OE, which might pose a conflict of interest. Please also describe strategies that you intend to use to minimise those risks. The Technical proposal should not include any financial information. Technical proposals containing material financial information will be declared non-responsive.
- The Financial Proposal should clearly indicate a lump sum financial proposal in USD, inclusive of all associated costs and applicable taxes. The maximum budget available for this work stands at USD 50,000. The financial proposal should clearly differentiate fees from any other reimbursable expenses. The daily rates for the consultants’ fees should be clearly indicated. The Financial proposal should be sent as a password-protected PDF file. The passwords should not be sent. The passwords will be requested following the assessment of the technical proposals. Financial Proposals submitted without a password will be declared non-responsive.
Consultants are invited to submit proposals by 17:00 CET 12 March 2025 to [email protected]. All questions related to the project, its timeline and deliverables should be submitted to the same address by no later than 5 March 2025. Answers to the questions are available on this page (direct link).
A shortlist of companies/individuals will be selected following a Quality and Cost-Based Selection procedure. The finalist will be selected in consultation with the OE stakeholders and following a brief interview.

Dans chacun des pays ayant adhéré à l’ITIE, un groupe multipartite composé de représentants du gouvernement, des entreprises et de la société civile apporte son soutien à la mise en œuvre de la Norme ITIE.
