Board Paper 18-10, Strategy Working Group (SWG): Discussion Paper. As part of the EITI strategy review 2011-2013, the Board tasked the Secretariat with compiling a paper identifying various strategic options ahead of the Board's meeting in Jakarta in October 2011. The terms of reference for the SWG can be found in the Annex.

This paper provides an overview of suggested refinements to the EITI Standard, and has been updated reflecting the EITI Board’s discussion in Berne and discussions of the working group established by the Implementation Committee on 26 August 2015.
It is suggested that the EITI Board considers the proposals in this paper with a view to achieve consensus on the refinements to the EITI Standard. Subject to agreement on the refinements, the proposed next step would be to elaborate the agreed refinements in a revised Standard for adoption by the Board in Lima.
