The EITI requires a description of the distribution of revenues from the sector in cash or kind and how they are recorded in the national budgets.
The EITI encourages reference to national classification systems, and international standards such as the IMF Government Finance Statistics Manual.
Examples of countries with good documentation on both budget produres (elaboration and approval of budgets) and actual budgeting practice.
Burkina Faso
The country's 2015 Report describes in detail budget procedures in chapter 4.2 (pp. 38), including a flowchart on p. 41.
Peru
Peru’s EITI Reports indicate how each revenue stream covered in the report is allocated. This includes the allocation to the national budget and to subnational entities. Peru' Ministry of Economy and Finance has an online and publicly available system, the Sistema Integrado de Administración Tributaria (SIAF), an integrated public financial administration system, that can be used to monitor the execution of the national budget, including regional and municipal government. The SIAF allows the public to monitor the execution of all public expenditure funded by revenues from the extractive industry.
