Background

 The Government of the United Republic of Tanzania through the Ministry of Energy and Minerals (MEM) has received financing assistance from Canadian International Development Agency for supporting activities under the Tanzania Extractive Industries Transparency Initiative (TEITI) during the financial year 2012/2013. MEM intends to apply part of the proceeds to meet eligible payments for Provision of Consultancy Services for Undertaking Scoping Study and Production of Tanzania Fourth EITI Report.The report will cover reconciliation of payments from extractive industries and revenue received by the Government during the period of July 1, 2011 to June 30, 2012.

Tanzania joined EITI in November 2008 with an objective of promoting transparency and accountability in its natural resources. The process in Tanzania is lead by a Multi- Stakeholders Working Group (MSG) consisting of civil society organizations, government agencies and extractive companies. In December 2012 EITI Board declared Tanzania compliant with EITI rules and standards. EITI compliant means that the country has an effective process for annual disclosure and reconciliation of all revenues from its extractive sector, helping citizens to see how much their country receives from oil, gas and mining companies.

Tanzania under MSG has produced two reconciliation reports since it joined EITI in February 2009. The First report covering the period of July 2008 to June 2009 was completed and published in May 2011. The Second report covered the period of July 2009 to June 2010 and it was completed in May 2012. The preparations of the Third report are underway and it will cover the period of July 2010 to June 2011.

TEITI-MSG now invite a competent and internationally recognized accounting or auditing firm to be contracted as an Independent Reconciler to undertake the scoping study and produce the fourth TEITI Reconciliation Report covering the period of 1 July 2011 to June 30, 2012. The services to be carried out by the consultant shall include the following:

  • Production of a scoping report to determine payments and revenue streams to be covered in the reconciliation report and present an overview of the relevant companies and government agencies within the extractive industry sector.
  • Facilitate a training session for extractive companies and Government agencies participating in the reconciliation exercise in order to give guidance and prepare them for the reconciliation exercise.
  •  Production of a reconciliation report on payments made by extractive companies and revenues received by Government agencies for the period 1 July 2011 to June 30, 2012 based on accounts audited to international financial reporting standards. The selected firm will also be asked to conduct spot-check audits, collect production figures, undertake an inter-governmental process assessment and produce an assessment of benchmark industry costs.

Interested consulting firms must provide information indicating that they are qualified to perform the services (profiles, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate to enhance their qualifications.

Firms will be selected in accordance with the International Competitive Selection procedures set out in the Public Procurement Act No. 21 of 2004 and the Public procurement (Selection and Employment of Consultants) Regulations- Government Notice No. 98 of 2005.

Expressions of interest (EoI) must be delivered to the address below by Monday, March 18, 2013 before 10:00 hours, and should be clearly marked on the subject ”Consultancy Services for Undertaking Scoping Study and Production of the fourth TEITI Reconciliation Report”.

EoI should be submitted to the Secretary of Ministerial Tender Board, 6th Floor, Wing B Room 10 C.
