EITI’s two complaint countries, Azerbaijan and Liberia improved their ranking on Transparency International’s annual Corruption Perception Index (CPI). Azerbaijan and Liberia jumped up respectively 15 and 41 places compared with their 2008 rankings. They climbed 0.4 and 0.7 points in the CPI score.
Azerbaijan and Liberia this year became the first EITI Compliant countries. Countries are certified as EITI Compliant once the country has successfully completed an EITI Validation. EITI Validation is the quality assurance mechanism of the EITI process in a country.
The CPI rankings are based on data from 2006, 2007, and 2008. Although it is too early to claim a causal link between EITI implementation and corruption perceptions, the results from this year’s CPI are an indication of how EITI process can have a positive impact when implemented.
