Mali becomes 12th EITI Compliant country

The international Board of Extractive Industries Transparency Initiative (EITI) has designated Mali as EITI Compliant as of 29 August 2011. This brings the total number of EITI Compliant countries to 12.

In accordance with the EITI Rules, Mali must be revalidated within 5 years, i.e., by 29 August 2016. Mali is also required to publish an annual report detailing efforts to ensure compliance with the 2011 edition of the EITI Rules by 1 July 2012.

In agreeing this decision, the EITI Board congratulated the government of Mali for its sustained commitment and leadership of the EITI process. The Board also congratulated the Comité de Pilotage for its continued efforts in EITI implementation. The Board called on the government and multi-stakeholder working group to ensure that the validator’s recommendations are implemented in full, and tasked the EITI International Secretariat with providing regular progress reports on EITI implementation in Mali.

THE EITI BOARD’S DECISION ON MALI

The EITI Board designates Mali as EITI compliant as of 29 August 2011. In accordance with the EITI Rules:

  • Mali must be revalidated within 5 years (i.e., by 29 August 2016).
  • Stakeholders in the process may call for a new validation at any time within that period if they think the process needs reviewing.
  • Where valid concerns exist that a country has become EITI Compliant, but its implementation of the EITI has subsequently fallen below the standard required for Compliance, then the Board reserves the right to require the country to undergo a new validation or face delisting from the EITI. In the event that the Board calls for a new (early) Validation, the Board will consider the status of EITI reporting in the relevant country and determine an appropriate deadline for completing a Validation that will be conducted in accordance with the 2011 edition of the EITI Rules. Mali must publish an EITI report by 31 December 2012 that meets the requirement for regular and timely reporting (requirement 5(e)).
  • Mali is required to publish an annual report as per requirement 21(c) as soon as possible and no later than 1 July 2012. The report should include an update on efforts to ensure compliance with the 2011 edition of the EITI Rules.

The Board congratulates the government of Mali for its sustained commitment and leadership of the EITI process. The Board also congratulates the Comité de Pilotage for its efforts and effective leadership in EITI implementation.

The Board calls on the government and multi-stakeholder working group to ensure that the Board’s recommendations are implemented in full, and tasks the EITI International Secretariat with providing regular progress reports to the EITI Board.
