Assignment Title:      Consultancy for training sessions on Natural Resource Governance, the extractive industries and the EITI standards for Albanian CSO-s, Government officials, parliamentarians, journalists and for MSG members.

"This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No. wb1346-03/14, published on March 7, 2014".

The Republic of Albania has received financing from the World Bank toward the cost of the Albania Extractive Industry Transparency Initiative (EITI Albania), and intends to apply part of the proceeds of the Grant for consulting services for the Selection of a Firm for Consultancy for training sessions on Natural Resource Governance, the extractive industries and the EITI standards for Albanian CSO-s, Government officials, parliamentarians, journalists and for MSG members.

The consulting services (“the Services”) include selection of a competent and credible firm to provide services: training sessions on Natural Resource Governance, the Extractive industries and the EITI standards for Albanian CSO-s, Government officials, parliamentarians, journalists and for MSG members with the aim for an eye-opening awareness of the dynamics and the key issues of the extractive industries among the civil society stakeholders in the country.

Contract implementation period will be approximately 40 calendar days from the signing of the Contract.

The Ministry of Energy and Industry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: general qualifications of the Consultant, Deep knowledge on Resource governance issues and Extractive sector management, Direct experience and hands on practice with industry and government engagements, Preferably, proven experience related to the EITI, A demonstrable track record in similar work.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultant Qualifications (CQ) method set out in the Consultant Guidelines.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 28.08.2015 at 14:00.
