Call for tender: Seychelles seeks Independent Administrator for EITI Report

The Government of the Republic of Seychelles has received a Grant from the World Bank toward the cost of the Seychelles’ Extractive Industries Transparency Initiative Project, and intends to apply part of the proceeds to hire an Independent Administrator to prepare its first EITI Report.

Name of Consulting Assignment: Preparation of the first EITI Report for Seychelles

The Government of the Republic of Seychelles has received a Grant from the World Bank toward the cost of the Seychelles’ Extractive Industries Transparency Initiative Project, and intends to apply part of the proceeds to hire an Independent Administrator to prepare its first EITI Report. The services include (i) preparation of contextual information of the Seychelles oil sector; (ii) the reconciliation of payments from extractive industries and revenue received by the Government during the period of 2013-2014; and (iii) a workshop for the Petroleum MSG to present the initial report results. The services should be executed within the maximum period of 12 weeks from the date of initiation.

Seychelles joined EITI in August 2014 with an objective of promoting transparency and accountability in all its natural resources.The process in Seychelles is led by a Petroleum Multi-Stakeholder Group (MSG) consisting of representatives from the Civil Society Organizations, Government Agencies and Extractive Companies.

The Ministry of Finance, Trade and the Blue Economy now invites competent consulting firms to indicate their interest in providing the services.

Interested Consulting firms must provide information indicating that they are qualified to perform the services (profiles, brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff). It is permitted for the Consultants to associate for the purpose of increasing their qualifications and capacity of executing the assignment accordingly.

The prospective consultant is to be selected according to the World Bank’s procedures as governed by the latest version of consultant guidelines (January 2011 edition modified in July 2014).

Expressions of interest (EoI) must be delivered to the address below by 27th May 2015 before 10:00 hours, and should be clearly marked on the Subject ‘Consultancy Services for undertaking the preparation of the first Seychelles EITI Report’.
