Call for tender: Ukraine seeks Independent Administrator for EITI Report

Assignment Title: Selection of a firm as an Independent Administrator to Prepare and Reconcile EITI report, including visualization

Ukraine has received the Grant No. TF019257 (“Grant”) from the World Bank towards the cost of the Ukrainian Extractive Industries Transparency Initiative Implementation Support Project and intends to apply part of the proceeds for consulting services.

The consulting services (“Services”) include the preparation of Extractive Industries Transparency Initiative (“EITI”) report by an Independent Administrator in accordance with the EITI Standard and within the respective phases of this assignment:

- Preliminary analysis with the Inception Report;

- Data collection;

- Initial reconciliation with the Initial Reconciliation Report;

- Investigation of discrepancies with the Draft Independent Administrator’s Report;

- Final Independent Administrator’s Report.  

The Multi-Stakeholder Group (“MSG”) expects these reports will cover material type of payments made by oil and gas extracting and transportation companies and government agencies (approximate number of companies – 50, agencies - 5). Each report should be accompanied by a personal presentation to the MSG.

The Ministry of Energy and Coal Industry of Ukraine (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a)        Extensive expertise and experience in the oil and gas sectors in Ukraine.

b)        Expertise in accounting, auditing and financial analysis.

c)        A track record in similar work. Previous experience in EITI reporting is not required, but would be advantageous.

d)       The audit firm must have not less than 30 (thirty) employees over the past 3 (three) years who provide direct audit services and are engaged for the full-time period.

e)        At least 10 (ten) full-time employees who worked at the firm during the last 3 (three) years must have qualification certificates issued by organizations that are members of the International Federation of Accountants (IFAC), namely the Association of Charted Certified Accountants (ACCA), the American institute of certified public accountants (AICPA), the Institute of Charted accountants in England and Wales (ICAEW).

In addition, the audit firm selected to perform the Services must submit to the Client as soon as practically possible but not later than 14 days after the contract signing an insurance for reimbursement of possible losses as a result of professional performance of the Independent Administrator in the amount of 10 million UAH in the form acceptable to the Client.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, published in January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
