Call for tender - Request for Expressions of Interest Myanmar EITI

The Extractive Industries Transparency Initiative (EITI) is a global standard for transparency and accountability in the oil, gas and mining industries. In July 2014 Myanmar became an EITI candidate member, joining the 48 countries which have signed up to the initiative. Under EITI governments publish what they receive from extractive companies and companies publish what they pay to government. These figures are reconciled in an annual public report. The EITI process is overseen and implemented by a multi-stakeholder group (MSG) of government, companies and civil society. Myanmar must produce its first EITI report in January 2016. Communication is at the core of EITI. An EITI Secretariat under the Ministry of Finance has been established to support the MSG and EITI implementation in Myanmar.

In mid-2014 the Myanmar MSG produced the MEITI workplan. The workplan was necessary to obtain EITI candidate status and remains the essential road map for EITI implementation. The total workplan is USD $3.4 million. The World Bank is providing $310,000 to support the first stages of workplan implementation during 2015.

The objective of the present position will be to draft an implementation manual for EITI implementation and the EITI Secretariat in Myanmar. The manual will cover all aspects of administration and financial management. The manual willl contain comprehensive guidelines relating to financial management, procurement policies, accounting processes and procedures, payments, internal controls, personnel, M&E and administrative practices. It is anticipated that the assignment is for 50 (50) staff days, starting in April 2015. The work will be both in Yangon and Nay Pyi Taw, undertaken ideally by a Myanmar based consultant. The consultant shall be an individual consultant with the following qualifications:

  • At least 8-10 years work experience in related field
  • Previous experience writing operational manuals for internationally funded projects, experience with WB projects preferred.
  • Bachelor degree in accounting and finance or similar degree, knowledge of accounting software package will be an advantage
  • Excellent English writing skills
  • Reliable, independent and dynamic worker with strong inter-personal and communication skills high
  • Proficiency in Burmese language and familiarity with the Myanmar context a strong asset.

Interested consultants must provide information indicating that they are qualified to perform the services (CV and cover letter).  Please note that the total size of all attachments should be less than 5MB and less than 10 pages.  Interested consultants are hereby invited to submit expressions of interest.
