ASSIGNMENT OVERVIEW
Assignment Title: Independent Administrator for Scoping Study and EITI Report - Myanmar 

ASSIGNMENT DESCRIPTION
The consulting services (the Services) include:

  1. Carry out a scoping study for EITI in Myanmar, in particular to recommend the scope and parameters of the first EITI report. A scoping study report will be produced for the multi-stakeholder group by May 2015.

  2. Based on the findings of the scoping study, and once the scope has been approved by the MSG, the consultant will produce Myanmars first EITI reconciliation report (including contextual and other relevant information, in line with the EITI Standard), by December 2015 (for final MSG approval by December 2015). 

FUNDING SOURCE
The World Bank intends to finance the assignment / services described below under the following trust fund(s):

  • BANK BUDGET (Part 1)

  • GOVERNMENT BUDGET (Part 2)

ELIGIBILITY
Eligibility restrictions apply: N/A
INDIVIDUAL / FIRM PROFILE
The consultant will be a firm. 
The shortlisting criteria are: 

  • A minimum of 7 years of expertise and experience in the oil, gas and mining sectors, preferably in Myanmar and South East Asia.

  • A minimum of 5 years of expertise in accounting, auditing and financial analysis.

  • Previous experience in EITI reporting is not required, but would be advantageous.

SUBMISSION REQUIREMENTS
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. The total number of pages should not exceed 50 pages. Consultants may associate to enhance their qualifications.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Qualification Criteria:

  • Provide information showing that they are qualified in the field of the assignment. *

  • Provide information on the technical and managerial capabilities of the firm. *

  • Provide information on their core business and years in business. *

  • Provide information on the qualifications of key staff. *
