
Consultancy Opportunity: Development of an Implementation Guide linking the EITI Standard and the Escazú Agreement in LAC

Description
The Extractive Industries Transparency Initiative (EITI) is seeking a Consultant to draft an Implementation Guide linking the EITI Standard and the Escazú Agreement. The Guide will highlight synergies between the two instruments, support their complementary implementation, and provide tools for MSGs to enhance transparency, access to information, advocacy, and civic space monitoring in the extractive sector across Latin America and the Caribbean. Consult the attached Terms of Reference for detail on the assignment.
Application instructions
A Consultant will be selected following a selection procedure based on quality and cost. The Consultant will be required to submit:
- A Technical Proposal in Spanish, describing: (a) the experience of the company/consultants, (b) the proposed methodology and work plan in response to the Terms of Reference (TOR) and (c) the qualifications and competencies of the key experts, (d) a section on potential conflicts of interest. This section should identify any areas of work, including past, present or future consultancies related to the EITI, which might pose a conflict of interest. Please also describe strategies that you intend to use to minimise those risks. The Technical Proposal must not include any financial information. The technical proposals containing substantial financial information will be declared invalid.
- A Financial Proposal in English, clearly indicating a financial proposal with a total figure, including all costs associated with the required travel and applicable taxes. The financial proposal must clearly differentiate the fees from any other reimbursable expenses. The daily rate of the consultant's fee must be clearly indicated. The financial proposal must be submitted in a password-protected PDF file. Passwords should not be sent. Passwords will be requested after the evaluation of the technical proposals.
