Introduction
The Extractive Industries Transparency Initiative (EITI) is pleased to invite qualified consultants to submit proposals for the development of a new EITI Database. The database will facilitate cross-country and time-series analysis of extractive companies’ payments to governments, supporting EITI's mission to promote open and accountable management of natural resources.
Description
The EITI seeks a Consultant to develop a comprehensive data management system that includes enhanced functionality for data ingestion, Validation, visualisation, and interoperability. The successful Consultant will develop, refine, and document the database schema and provide integration with the EITI CKAN open data portal.
Application instructions
Consultant should submit:
- Technical Proposal, outlining:
- the experience of the Consultant/s, including examples of previous open data tools and/or platforms delivered,
- the proposed methodology and outline work plan (one page max) in response to the Terms of Reference (TORs),
- the key experts’ qualifications and competence, and
- a section on potential conflicts of interest. This section should identify any areas of work, including past, present, or future consultancies related to the EITI, which might pose a conflict of interest. Please also describe strategies that you intend to use to minimize those risks.
- Financial Proposal: A detailed budget in USD, including daily rates and estimated days for platform maintenance. Financial proposals should be password-protected, with passwords requested after the evaluation of technical proposals.
Proposals must be delivered by email to [email protected] by close of Thursday 21 November with the subject line "Proposal for EITI Database Project – [Consultant Name]".

We believe that a country’s natural resources belong to its citizens. Our mission is to promote understanding of natural resource management, strengthen public and corporate governance and accountability, and provide the data to inform policymaking and multi-stakeholder dialogue in the extractive sector. By becoming a member of the Extractives Industries Transparency Initiative (EITI), countries commit to disclose information along the extractive industry value chain – from how extraction rights are awarded, to how revenues make their way through government and how they benefit the public. Through participation in the EITI, more than 50 countries have agreed to a common set of rules governing what has to be disclosed and when – the EITI Standard. In each country that has joined the EITI, a multi-stakeholder group, composed of government, companies and civil society, supports implementation of the EITI Standard.
Objective
The Consultant will work in three phases from November 2024 to March 2026, focusing on:
- Refining the EITI Database schema for compatibility with existing and future data requirements.
- Delivering a database that validates, stores, and allows analysis of EITI disclosures.
- Integrating the database with the EITI CKAN open data portal, enabling bulk downloads, enhanced data visualization, and user-friendly querying.
