Emmanuel provides technical support to the EITI implementing countries in Latin America and the Caribbean. His responsibilities include stakeholder management, professional development, and monitoring, evaluation and learning (MEL) activities.
Prior to joining the EITI, Emmanuel collaborated with the Center for the Study of Democracy and the Centre for Higher Education Governance, researching in the field of accountability. Emmanuel has extensive experience working in the fields of Education, Innovation and Public Administration at local and national levels. As a young activist, he was a civic society representative at the Open Government Program in Mexico.
Emmanuel holds a BE in Civil Engineering, an MPA from Tecnológico de Monterrey, and a Joint Degree in Research and Innovation from Tampere and Danube universities. Emmanuel has been recognized with the Youth State Prize in Mexico and he is a scholar from the Botín Foundation, Teach for All, Erasmus Mundus and CONACYT. He enjoys reading historical fiction, dancing and talking long hours with his friends.
