Javkhlanbaatar Sereeter

Mr Javkhlanbaatar Sereeter’s academic journey laid a solid foundation for a distinguished career in international business and economics. He studied at Istanbul University in the Republic of Turkey, where he earned a Bachelor of International Economics from 1997 to 2001. Seeking to expand his expertise, he continued and completed a Master of International Business at Sydney University, Australia, between 2008 and 2009.

Mr Javkhlanbaatar Sereeter has held several significant roles over the years, showcasing his leadership and negotiation skills in various high-stakes international trade agreements. Between 2001 and 2003, he served as the Head of Experts for a Joint Study on the Economic Partnership Agreement between Mongolia and Japan, a role which set the stage for subsequent positions that involved complex negotiations. From 2003 to 2006, he continued to excel as the Head of Experts for negotiations involving Mongolia and member countries of the Asia-Pacific Trade Agreement (APTA).

His expertise led him to co-chair the negotiation team for the Economic Partnership Agreement between Mongolia and Japan from 2006 to 2008. This was a pivotal experience that demonstrated his ability to navigate intricate economic landscapes. From 2009 to 2012, Mr Sereeter took on the role of Head of Experts and participated in the Working Group for negotiations on the Foreign Investment Promotion Agreement between Mongolia and Canada. During this period, he also the head of the expert group that drafted the Investment Law of Mongolia, which was successfully adopted by Parliament in October 2013.

Mr Sereeter’s influence extended to various international platforms, where he served as a delegate to critical reviews at prominent organizations such as UNCTAD, WTO, and UNESCAP regarding Mongolia’s investment and trade policies from 2013 to 2017. Additionally, he engaged in high-level negotiations as Chief Negotiator for major Investment Agreements pertaining to significant projects such as the MonCement Project and the Tsagaan Suvarga Copper Deposit Project, among others. Furthermore, he worked on public-private partnerships (PPP) including the Baganuur Power Plant Project and the Ulaanbaatar New Airport Management Project, contributing extensively to Mongolia's infrastructure development.

To supplement his extensive practical experience, Mr Sereeter sought advanced educational opportunities. Notable among these was the Leadership Development Program at the Lee Kuan Yew School of Public Policy in Singapore, along with specialized workshops on government procurement and corporate governance. He also underwent advanced training in trade negotiation skills through the WTO and had the opportunity to participate in knowledge co-creation programs in airport management with JICA in Tokyo. His commitment to professional growth culminated with an investment seminar at Harvard University in Boston, USA, in February 2016.
