Assistant Secretary, Department of Finance, Philippines

Valery Joy Brion is an Assistant Secretary of the Department of Finance (DOF), Republic of the Philippines, under the Domestic Finance Group (DFG). The DFG is primarily responsible for forecasting and programming revenues of the national government (NG), cash programming, and monitoring of NG finances. It also formulates and shepherds tax reform proposals and other fiscal policy recommendations as the legislative liaison arm of the DOF. The DFG also undertakes studies on capital market development, debt management, resource mobilization, fiscal reforms, and other related topics.

Previously, Atty. Brion led the Strategy and Results Office of the DOF Strategy, Economics, and Results Group, which handles the strategic communication and stakeholder engagement of the Comprehensive Tax Reform Program and other priority economic reform programs. She was also instrumental in setting up the Department’s legislative liaison information unit in 2019.

A lawyer by profession, she served as the Chief Legislative Officer of Senator Aquilino “Koko” Pimentel III. Prior to her stint in the Senate, she was a junior associate at the Kapunan, Garcia, and Castillo law offices. In her ten years of legislative work, she was involved in landmark pieces of legislation, such as the Tax Reform for Acceleration and Inclusion (TRAIN) Law, Profile as of 10 February 2022 the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act, and the stimulus measure, Bayanihan to Recover As One Act. Atty. Brion completed her Juris Doctor and her Bachelor of Science in Hotel, Restaurant, and Institutions Management degrees at the University of the Philippines in Diliman.
