It starts from the premise that effective communication is an essential though often neglected aspect of EITI implementation. The guide has been written for people who may not be communications specialists but who may have some responsibility for communications work.

2021 Validation model templates

The EITI’s Validation model was revised in December 2020. A country’s overall assessment in Validation will now take into account three components – “Transparency”, “Stakeholder engagement” and “Outcomes and impact”. Each EITI Requirement will be assessed under one of these three components.

When preparing for Validation, multi-stakeholder groups should use the following Board-approved templates to provide evidence of progress in the three components of Validation. These must be submitted to the EITI International Secretariat by the commencement of Validation.

Standard Terms of Reference for Independent Administrator services

Find the template Terms of Reference for Independent Administrator services in accordance with the 2019 EITI Standard, endorsed by the EITI Board, below.

It sets out the work to be undertaken by the Independent Administrator. It is typically attached to the contract between the Independent Administrator and the government.

Subsequent to the Board agreement, the Independent Administrator should be encouraged to make recommendations for wider extractive reforms where appropriate and relevant.

Legal approaches to beneficial ownership transparency in EITI countries

As of 1 January 2020, the EITI Standard requires that implementing countries request, and companies disclose, beneficial ownership information (Requirement 2.5). This requirement applies to companies that apply for or hold participating interests in a country’s extractive sector and requires disclosure of their beneficial owners, the level of ownership and details about how ownership or control is exerted. Webinar: Beneficial Ownership road to 2020

This webinar was held on Thursday, 12 September 2019, and emphasized on Beneficial Ownership for the Caribbean EITI implementing countries, keeping in mind that for 2020 all EITI countries must disclose the identity of oil, gas and mining companies that participate in tenders for the award of contracts, operate or invest in extractive projects in their country.

It is recommended that multi-stakeholder groups use the guidance note on reporting and the model clauses for BO.
