Statement from the EITI International Secretariat
We note the BBC Panorama documentary “the $10 Billion Energy Scandal” on Sunday 2 June and subsequent statements regarding the Extractive Industries Transparency Initiative (EITI) Validation of Senegal.
Senegal was admitted as an EITI member country in October 2013. In accordance with the EITI Standard, all EITI implementing countries are subject to period evaluation (“Validation”). The Validation of Senegal commenced in July 2017.
The Board expressed its concern about the weakening of government engagement and MSG oversight in Liberia. Following a review in accordance with Requirement 8.6, the Board found that Liberia has made inadequate progress in implementing requirements related to government engagement (1.1), the multi-stakeholder group (1.4) and the work plan (1.5). Progress in implementing Requirement 1.3 on civil society engagement and Requirement 1.2 on company engagement is considered meaningful.
The Board acknowledged the adoption of the 2019 EITI Standard to be launched at the EITI Global Conference in Paris on 18-19 June.
