Г-н Сезар ГАМБОА
Cesar Gamboa is a Lawyer by the National University of San Marcos and candidate to be Doctor of Law and Political Science from the same university in Peru. He has done several specializations; at the University of Business and Social Sciences of Buenos Aires, Simon Bolivar University of Ecuador, Costa Rica University, University of Florida, Complutense University of Madrid. He graduated from the Center for Political and Constitutional Studies in Madrid. He is a visiting researcher at the International Institute for the Sociology of Law (Euskadi, 2006 and 2009).
He has taught constitutional and environmental law at the National University of San Marcos, the Cayetano Heredia Peruvian University, and the University Antonio Ruiz de Montoya. He teaches the Diploma of Environmental Management at the Institute of Natural Sciences, Land and Renewable Energy of the Catolica University of Peru, he is a professor of Multiculturalism and Indigenous Amazonian Peoples of the University Antonio Ruiz de Montoya, also teaches in the Master of Biocommerce that is dictated in the National University of San Marcos.
He has also been a consultant to various NGOs in policy analysis related to energy, indigenous rights and biodiversity. He has 16 year of experience on issues related to the energy sector, the rights of indigenous Amazonian peoples and biodiversity conservation in Spain, United States, Ecuador, Bolivia, Argentina, Brazil, Colombia, Costa Rica and Mexico. He actively participates in the Open Government Partnership and the Nacional EITI in Peru. He is a member of the Board of the Foundation House of Brazil and Director of the Latin American Journal of Law and Policy.
Cesar Gamboa is author of several publications and articles in Peru and abroad about the management of the extractive sector and infrastructure, the incorporation of higher standards of transparency and participation in fiscal policy, governance, socio-environmental development and the rights of indigenous people.
César Leonidas Gamboa Balbín represents the Civil society constituency at the EITI Board.
