Clarification of the assessment of EITI sign-up steps

The paper clarifies the assessment of sign-up steps that countries are expected to address before being designated as EITI implementing countries. The framework clarifies the criteria and evidence that the Board will consider in assessing whether the sign-up steps related to Requirements 1.1-1.5 have been respected.
