Finland

Finland’s support to EITI is linked to the Government Report on International Economic Relations and Development Cooperation, as well as the National Mineral Strategy.

Finland strives to build equal and sustainable partnerships with developing countries based on mutual benefit and respect. In the Government Report, the role of domestic resource mobilization is highlighted. From the sources of public funding, taxation is the most sustainable solution. Finland seeks to support strengthening of the tax systems in developing countries, hence, creating revenues crucial to providing necessary public services.

The Extractive Industries Transparency Initiative (EITI) is a joint initiative and network of governments of developing and industrialised countries, non-governmental organisations, and multinational mining, oil and gas industry corporations operating in developing countries. The EITI has established a global standard, under which companies pledge to report transparently on their production volumes and values and on the taxes that they pay to governments. The EITI provides an effective tool in eradicating illicit financial flows (IFF) and in formalizing the grey economy.

Engagement with the EITI

In the past, Finland has supported the EITI directly through funding provided to its International Management, as well as through World Bank. Finland has provided 640 000 EUR for 2024-2025 to deliver on the EITI's work plans mandated by the EITI International Board. 

Finland’s current funding period is ongoing, 2024-2025.

Finland has been a member of the EITI Board in 2013-2015 and 2019-2024.  Currently, Finland is participating in the work of the Board as an observer.

Finland is providing support in capacity building on taxation, when it comes to countries implementing the EITI Standard, examples being Ukraine and partner countries in Africa. Furthermore, Finland is cooperating in the field of domestic resource mobilization with partners such as: 

  • African Tax Administration Forum ATAF
  • UNDP and OECD, through the Tax for SDGs - Tax Inspectors Without Borders
  • Tanzania Revenue Authority, Kenya Revenue Authority and State Tax Service of Ukraine
  • African Union, through the Multi Donor Action Fighting Tax Related Illicit Financial Flows
  • African Capacity Building Foundation, through the African-Finnish Partnerships on Taxation Capacity in Africa
  • Publish What You Pay, The Centre for Research on Multinationals, and Global Financial Integrity
  • The United Nations University World Institute for Development Economics Research (UNU-WIDER)

Finland believes that the EITI could continue to serve as an instrument for strengthening the taxation capacity of its implementing countries.
