The Extractive Industries Transparency Initiative (EITI), with the support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GiZ), is seeking a competent and credible firm to support the systematic integration of EITI mining data (“mainstreaming”) into government systems in the Democratic Republic of Congo (DRC).
This consultancy will play a pivotal role in enhancing transparency and governance in the DRC’s extractive sector by facilitating the interconnection of government systems, developing IT platforms and strengthening capacity for data management and publication. The Consultant must be from a reputable company or group of individual(s) with a proven reputation, perceived by the EITI International Secretariat to be credible, trustworthy, experienced, and technically competent.

The Consultant will be selected following a quality- and cost-based selection procedure. Applicants must submit:
1. A technical proposal in French, outlining:
- the experience of the Consultant(s);
- the proposed methodology and work plan in response to the specifications (or terms of reference);
- the key expert’s qualifications and competence;
- a section on potential conflicts of interest. This section should identify any areas of work, including past, present, or future consultancies related to the EITI, which might pose a conflict of interest. Please also describe strategies that you intend to to minimize those risks.
2. A financial proposal in English, clearly indicating a lump sum financial proposal in USD, including all costs associated with required travel, applications and IT solutions, as well as applicable taxes. The fees must be explicitly differentiated from any reimbursable costs. For example, the daily rate for the services provided must be clearly specified. The financial proposal must be sent in the form of a password-protected PDF file. This password must not be communicated at the same time and will only be requested once the evaluation of the technical proposals has been completed.
Proposals must be delivered by email to [email protected] by the close of Monday 2 December. The email subject line should read "Proposal for EITI DRC mainstreaming - [Consultant Name]". Late submissions will not be considered.
