Opening Extractives: Final independent evaluation

This summary report presents the findings of the final independent evaluation of the Opening Extractives programme.

This independent evaluation, commissioned by the EITI and Open Ownership and undertaken by Oxford Insights, assesses the extent to which the Opening Extractives programme has driven meaningful progress in beneficial ownership transparency (BOT), and to understand what factors contributed to success or have posed challenges across different contexts. Using a mixed methods approach, the evaluation:

  • Identifies, validates and communicates the programme’s impact and outcomes
  • Reflects on lessons learned over the past five years
  • Provides recommendations to strengthen future work and partnerships in this area

The evaluation covers the duration of the Opening Extractives programme, from when it began in 2021 through to June 2025. It focuses specifically on activities funded under the Opening Extractives programme and does not assess the broader, independent work of the EITI and Open Ownership.
