Don Hubert
Founder and President, Resources for Development Consulting
Don Hubert is the founder and President of Resources for Development Consulting (res4dev.com). The firm is dedicated to assisting resource-rich countries to secure a fair share of natural resource wealth. His work focuses on using contract analysis and project economic modelling to assess fiscal terms, forecast natural resource revenues, and identify potential pathways to government revenue loss.
Hubert has conducted economic analyses of petroleum projects in Angola, Belize, Bolivia, Cambodia, Chad, Equatorial Guinea, Kenya, Mozambique, Nigeria, Republic of the Congo, Tanzania, and Uganda and of mining projects in the Democratic Republic of the Congo, Dominican Republic, Malawi, and Zimbabwe. He has also conducted fiscal risk projects in Mozambique (petroleum), Kenya (petroleum and mining), Malawi (petroleum and mining), Nigeria (petroleum) and Uganda (petroleum).
He recently completed a study for EITI on Understanding state oil revenues and sales through financial modelling in the Republic of the Congo. He is the author of Many Ways to Lose a Billion: How Governments Fail to Secure a Fair Share of Natural Resource Wealth, 2017.
Previously, he worked for the Canadian Ministry of Foreign Affairs and later as an Associate Professor of Public and International Affairs at the University of Ottawa. He holds a PhD from the University of Cambridge, UK.
