This paper was prepared by Luca Etter for the Doing Business Conference in Georgetown University, Washington DC in February 2014.

From the abstract:

"Despite the almost univocal support of policy makers and practitioners for transparency as a means to cure a whole range of problems that hamper the growth performance of resource-rich countries, namely corruption, there is relatively limited evidence on the effectiveness of transparency policies. This paper tries to fill this gap by triangulating a series of different methodologies to conduct both a cross and within-country evaluation of the effectiveness of the Extractive Industries Transparency Initiative (EITI) in reducing corruption in two EITI countries, Peru and Mali."
