Sollicitation de Manifestations d’Interêt : Sélection d’un Administrateur Indépendant chargé d’élaborer le rapport ITIE 2014 du Sénégal

The Republic of Senegal has requested and obtained the status of "EITI Candidate Countries"; which commits to regularly publish all revenues from the exploitation of mining and payments to the state by stakeholders in the corporate perimeter.

For the production of the  EITI report  for the fiscal year 2014, the  National EITI Committee intends to proceed with the selection of an independent director to develop the EITI report  on data from the 2014 fiscal year.

Consultant's services include among others, a brief review of the framework elements, the production and publication of an  EITI report  comprehensive and credible fiscal 2014, in accordance with the EITI standard and following the steps below:

  • Preliminary analysis of the EITI scope and the development of an initial study report, including the definition of materiality;
  • collection and data reconciliation;
  • developing an initial draft report for 2014;
  • producing an  EITI report  final 2014

The  National Committee on Extractive Industries Transparency Initiative  ( CN-Senegal EITI ) invites eligible firms to express their interest in providing the services for the mission described above. Interested firms must provide information indicating that they are qualified to perform the services. The criteria for the establishment of the short list are: general qualifications, experience and references regarding the implementation of similar tasks, experience in similar conditions, etc.).

It is brought to the attention of candidates that the provisions of paragraph 1.9 of the "  Guidelines: Selection and Employment of Consultants by World Bank Borrowers under the IBRD Loans and IDA Credits and the donations  " dated January 2011  ( "  Guidelines Selection of Consultants  ") , relating to the rules of the World Bank's conflict of interest apply.

Consultants may associate with other firms to enhance their qualifications in the form of a solidarity group or agreement to subcontracting. A firm will be selected according to the method based on the quality and cost as described in the said Guidelines.

Consultants must submit one (1) original and three (3) copies. Everything must be contained in a single envelope marked "  Selecting an Independent Director to develop the EITI report on the data of 2014  ".

Written expressions of interest should be submitted to Ms. Solange Fall SY to the address below, by physical mail, no later than Monday, February 8, 2016 at 12 am on (GMT)
