Assignment Title: Selection of a Firm as an Independent Administrator to Prepare and Reconcile the EITI Report 2011 and the EITI Report 2012

The Republic of Albania has received financing from the World Bank toward the cost of the Albania Extractive Industry Transparency Initiative (ALBEITI), and intends to apply part of the proceeds of the Grant for consulting services for the Selection of a Firm as an Independent Administrator to Prepare and Reconcile the EITI Report 2011 and the EITI Report 2012.

The consulting services (“the Services”) include selection of a competent and credible firm to provide Independent Administrator services in accordance with the EITI Standard. The objective of this consultancy is to collect, review, analyze and, to the extent agreed, reconcile the data from the operating mines and oil companies and revenue received by the Government from those companies to ensure that there is transparency in the payments made by these companies, and that payments are made in a timely manner, in two separate reports, for the fiscal year 2011 and for the fiscal year 2012. The implementation period will be approximately 7 months from the Contract signing.

The Ministry of Energy and Industry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: general qualifications of the Consultant, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultant Qualifications (CQ) method set out in the Consultant Guidelines.
