EITI’s Beneficial Ownership Conference in Jakarta, 23-24 October 2017

The EITI with the Government of Indonesia and partners, is proud to present the International Beneficial Ownership Transparency Conference: “Opening up ownership – sharing practice, building systems” in Jakarta, Indonesia on 23-24 October 2017. The objective of this conference is to bring together government representatives working on beneficial ownership reform to showcase best practices so far, discuss challenges, provide peer learning and exchange experiences. The high level opening conference plenary will take place at the Presidential Palace. 

In the aftermath of last year's Panama Papers scandal, with 11.5 million leaked documents, implicating high-level individuals with links to the extractive sector, the challenge became one of turning outrage into change. The Panama Papers pointed a finger at the use of anonymous shell companies to hide or launder money and conceal potential conflicts of interest.

The EITI last year agreed to adopt new rules on disclosing beneficial ownership for all extractive companies operating in its 52 member countries: 

EITI Requirement 2.5c - by 2020, companies that apply for, or hold a participating interest in an exploration or production oil, gas or mining license or contract in an EITI country must report the name, nationality, and country of residence of the beneficial owner, as well as identifying any politically-exposed persons (PEPs).

Participants from government agencies responsible for tax collection, drafting and implementing laws, establishing and managing company registries, regulating the petroleum and mining sectors, and coordinating anti-corruption measures taken by the government are expected to attend. The conference will be followed up with a series of regional workshops with government representatives in all EITI countries to measure progress in implementing the beneficial ownership roadmaps and commitments made at the conference in Jakarta.

The conference will address key issues such as:

  • How to approach beneficial ownership disclosure within different national contexts
  • Improving the investment climate with ownership transparency
  • Public participation in beneficial ownership transparency — how governments and CSOs can work together to improve beneficial ownership disclosures

The conference will be run as a series of parallel workshops, with a practical focus on specific topics such as legal and regulatory issues, open access to beneficial ownership information, reporting frameworks etc.
