Clare Short a déclaré:
"La situation à laquelle fait face la société civile en Azerbaïdjan pose un réel problème. Le Conseil a débattu des résultats de la mission sur place et a exprimé sa profonde inquiétude. Le Conseil espére que l'Azerbaïdjan donnera plus de latitude à la société civile afin que celle-ci puisse apporter sa contribution essentielle à l'ITIE, comme le stipule notre Norme.
Le Conseil a décidé qu'une validation avancée commencerait en janvier en vertu de la Norme ITIE. Cette décision a été prise à l'unanimité des membres, dont l'Azerbaïdjan. J'espère sincèrement que des progrès pourront être constatés et que l'Azerbaïdjan pourra garder sa place au sein de la famille ITIE."
