Summary:
The EITI International Secretariat and the Gender Justice and Extractives Industries Working Group, a group of civil society organisations, hosted a virtual peer-learning workshop on advancing gender equality in the extractives sector through EITI implementation.
The event aimed to provide guidance and share best practice on the EITI's gender provisions to support more inclusive extractive sector governance. Drawing on the expertise of civil society partners and EITI practitioners, the event focused on four themes:
- Gendered impacts of corruption;
- Advancing women’s rights through reporting;
- Gender in extractive sector policies and legal frameworks;
- Managing social and economic benefits.
Participants were encouraged to engage in break-out sessions to share lessons learned and devise recommendations for EITI stakeholders. The outcomes of these discussions would help guide EITI multi-stakeholder groups in implementing gender-related provisions of the EITI Standard.

Opening session
Gender-responsive EITI for inclusive and sustainable management of the extractive sector

This session will gather high-level representatives from government, industry and civil society to deliver remarks on how the EITI can contribute to advancing gender equality in the extractive sector and why including women in decision-making and reporting are crucial for current and future management of the sector.

This session provided an overview of the gendered impacts of corruption, with particular focus on the need to address gender inequality to curb corruption in the mining sector. It explained how corruption has a gendered dimension and established the important role of women in decisions about mining projects and in combatting corruption, such as corruption risks associated with poor community consultation. It provided practical recommendations to ensure women’s participation in stakeholder forums based on the experience of TI Chapters, as well as recommendations as to how the EITI processes can best address barriers to women’s participation. Rapporteur: Lina Holguin, Global Affairs Canada | This session challenged participants to propose ideas for how EITI data and reporting can increase its relevance to women’s rights agendas. It was based on Oxfam’s research and experience in working with women’s organizations as key EITI data consumers and stakeholders. It looked at how enhanced access to timely and relevant information that responds to women’s rights interests can bolster women’s meaningful participation in the EITI, increasing opportunities for more gender-balanced representation on EITI MSGs and within EITI reporting processes. This session looked at how EITI implementation can be used by all invested stakeholders to play a meaningful role in contributing to the management of economic and social benefits in a way that takes gender equity into account. The discussion revolved around two stories from Senegal and the Philippines that illustrate the impact of EITI implementation on debate, policy and practice related to gender-sensitive natural resource management. Speakers:
Rapporteur: Mtwalo Msoni, Tax Justice Network Africa, EITI Board member | This session explored how women and gender are characterised in legal and policy frameworks for the extractive industries. Building on original research executed by the NRGI in partnership with the World Resources Institute, it considered how countries are using laws, contracts, and government policy to address the gender-differentiated impacts of the extractive sector. Closing session
Key findings and recommendations for EITI stakeholders

A rapporteur from each break-out session was invited to share key findings and recommendations from the discussions. Where possible, rapporteurs could highlight key recommendations for each EITI constituency to take forward to promote gender equality in extractives. The moderator then summarised highlights from the event.
